HKASC Director Chester Chong Captures Top Gun Award and Provides
Arresting Experience for LA Sheriffs in Hong Kong (May 2005)
Seldom does one make institutional history, but HKASC Director
Chester Chong made it three times in the Los Angeles County Sheriff's
Department (LASD).
The first was when he shot a perfect 300 score on October 26,
2004, the covered trophy of the best marksmen, and a prize claimed
by only a few sharp shooters in the LASD. To do so, one needs
to shoot it at at the standard Pistol Range at the Biscailuz Center,
using a Department authorized weapon, a 6 inch barrel revolver,
and never miss the bull's eye in all 30 shots, at a distance of
25 yards. Having realized the impossible dream of many, his next
challenge would be to do it with his left hand, and blind-fol.
The second was his promotion to be Reserve Commander of LASD
on December 10, 2004. The event marked the occasion that a Chinese-American
has made that lofty rank in the largest Sheriff Department in
the U.S. and the world, and the second largest law-enforcement
agency in the U.S. There are only 23 Reserve Commanders in the
LASD.
The third was the lead story in the May, 2005 issue of Star
News, the official publcation of LASD, which features the
trip of 70 Sheriff's Department members and their family and friends
led by Chester on a week-long trip in March, 2005 through Hong
Kong, with stops at Macau, Zhuhai, and Shenzhen. The official
program includes a visit to the Stanley Prison, viewing a 150-person
riot and crowd control demonstration by Hong Kong's "Blue
Beret Police", and official banquet hosted by the Zhuhai
Public Security Bureau, and a comparative study of the Macau vs.
the Las Vegas casinos. The off-duty program consisted of tasting
scampi in tomato sauce on board of the Jumbo Floating Restaurant
in Aberdeen, sampling snake stew in Ap-li Street in Kowloon, hunting
for bargains at Shenzhen's shopping malls and street vendors.
Accoridng to a senior inspector of the HKPD, the LASD delegation
was not only the largest extraterritorial police delgation ever
visited Hong Kong, but also the most disciplined, filing in formation
as they alighted or boarded the bus,and refrained fom smoking
during the entire four-hour visit.
