Closer Economic Partnership Arrangement (CEPA)

 

Premier Wen Jiabao and the Chief Executive, Mr Tung Chee Hwa, presided over the signing of the Mainland and Hong Kong Closer Economic Partnership Arrangement (CEPA) on June 29, 2003.

 

The CEPA covers three broad areas, namely trade in goods, trade in services and trade and investment facilitation.  It opens up new dimensions on the mainland for Hong Kong-based companies of all nationalities. 

From January 1, 2004, some 270 types of products made in Hong Kong can be exported to the mainland free of tariff. For other categories of "made in Hong Kong" products, zero tariffs will be applied by January 2006 at the latest.

Another major breakthrough for the Film Industry is that films made in Hong Kong may enter the mainland market without quota restrictions and films jointly produced by Hong Kong and the mainland may be distributed on the mainland as mainland films.
